Rabat – Moroccan officials from several departments are in a race against the clock to finish a report about the causes of the delay of the “Al Hoceima Manarat Al Moutawasit” development projects.The report was ordered by King Mohammed VI during a meeting of the Council of Ministers on June 25.Jeune Afrique’s online edition said that the two inspection bodies of the Ministries of Interior and Finance, in addition to high commissioners from other departments, are in a frantic race to submit the report ordered by the monarch before the Throne Day on July 30. During the Council of Ministers meeting, King Mohammed VI expressed his disappointment at the delay of projects in the region of Al Hoceima, where protests continue for the ninth consecutive months.The King’s disappointment was highlighted by his decision to cancel vacations of several ministers until “further notice to ensure follow-up of the projects concerned.”The situation in Al Hoceima remained tense as protests continue to demand the release of detained activists and meet the social and economic demands of local residents, which include expanding job opportunities, improving infrastructures, and building hospitals and higher education facilities.Launched in October 2015, a year before protests began in Al Hoceima following the death of local fish vender Mouhcine Fikri, the five-year development mega-project “Al Hoceima Manarat Al Motawasit” promised to build infrastructure, promote tourism, and provide the region with health, sports, and cultural facilities.The protests put the government under pressure to speed up the projects’ realization. The King’s disappointment at their delay might expose several officials to sanctions, said Jeune Afrique.
After daylong deliberations and 25 rounds of voting, the United Nations General Assembly late on Tuesday condemned the attacks by Israeli occupying forces against the Palestinian people in several cities, decried the refusal by Israel to cooperate with a UN fact-finding mission to the Jenin refugee camp, and condemned all acts of violence and terror against Palestinian and Israeli civilians.The Assembly took its action by adopting a resolution by a vote of 74 in favour to 4 against (Federated States of Micronesia, Israel, Marshall Islands, United States) with 54 abstentions. The vote on the text as a whole followed 24 rounds of voting on each paragraph of the draft. The measure was passed as part of the Assembly’s resumed tenth emergency special session on “Illegal Israeli actions in Occupied East Jerusalem and the rest of the Occupied Palestinian Territory.”The resolution requested Secretary-General Kofi Annan to present a report, “drawing upon the available resources and information, on the recent events that took place in Jenin and other Palestinian cities.” Last week, citing lack of cooperation from Israel, Mr. Annan disbanded a team that was mandated to develop accurate information regarding recent events at the Jenin refugee camp in the West Bank.Emphasizing the importance of civilian safety and well-being in the whole Middle East region, the Assembly condemned “in particular all acts of violence and terror resulting in deaths and injuries among Palestinian and Israeli civilians.” Among other provisions, the resolution urged the “immediate and full” implementation of Security Council resolution 1402 adopted on 30 March and demanded that Israel end all hindrances to the work of humanitarian organizations and UN agencies in the occupied Palestinian territory, particularly the International Committee of the Red Cross and the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).The Assembly also called for the implementation of a declaration adopted by the Conference of the High Contracting Parties to the Fourth Geneva Convention at Geneva on 5 December 2001, to ensure respect by Israel of that Convention. read more
According to the UN Educational, Scientific and Cultural Organization (UNESCO), factors such as non-certified schools, language different and limited resources are keeping refugee and migrant children away from learning and prospects for a better future.“The right of these children to quality education, even if increasingly recognized on paper, is challenged daily in classrooms and schoolyards and denied outright by a few governments,” said the UN agency in a news release, announcing its new Global Education Monitoring Report.“In the two years since the landmark New York Declaration for Refugees and Migrants, refugees have missed 1.5 billion days of school.”Alongside this stark finding, the report did note some progress, especially in some of the largest refugee-hosting nations, in inclusion of refugee children in national education systems.Champions include low income countries such as Chad, Ethiopia and Uganda, noted the report, adding that Canada and Ireland are leading in implementing inclusive education policies for immigrants.Education ‘key to inclusion and cohesion’ – UNESCO Director-GeneralAudrey Azoulay, the Director-General or UNESCO, highlighted the importance of education to make communities stronger and more resilient.Increased classroom diversity, while challenging for teachers, can also enhance respect for diversity and an opportunity to learn from others – UNESCO head Audrey Azoulay“Everyone loses when the education of migrants and refugees is ignored. Disgraced veteran entertainer Rolf Harris is to be retried on three sex offence charges and face one new count.Last week a jury found the 86-year-old Australian not guilty of three assaults, following a trial at London’s Southwark Crown Court.Harris, wearing a dark suit, white shirt and dark tie, appeared via video-link for Wednesday’s hearing.The former TV star is accused of four indecent assaults against three female teenagers, spanning two decades.He will be retried for the alleged indecent assault of a 14-year-old girl in 1971, a 13-year-old girl in 1983, and a teenage girl in 1978.He faces a new count of assault against the same complainant in relation to the 1978 allegation.The retrial date is set for May 15.Judge Alistair McCreath remanded Harris in custody, to which the defendant replied: “Thank you.”A spokesman for the Crown Prosecution Service said they had decided to seek a retrial “after careful consideration” following the jury being discharged last week.He added: “This decision was taken after consideration of all the matters set out in our legal guidance on seeking re-trials when a jury has failed to agree on a verdict.”The Crown Prosecution Service reminds all concerned that criminal proceedings against Rolf Harris remain active and that he has a right to a fair trial. British teenagers spend too long looking at screens and not enough time exercising or sleeping – with less than ten per cent meeting the recommended guidelines.Research found children aged between five and 17 should spend an hour a day doing moderate to vigorous exercise and no more than two hours a day in front of a screen.It tracks participants’ movements over 24 hours – and recommends they sleep for at least eight hours a night.But only 9.7 per cent of 14-year-olds in the UK manage all three recommendations, a new study published in the journal Jama Pediatrics suggests.More than three-quarters of teenagers spend more than two hours a day interacting with screens, it adds.The latest study is based on data collected between January 2015 and March 2016 from 14-year-olds in the UK, the Guardian reports.The authors noted: “Screen time was the main driver of not meeting all three recommendations.”Participants reported their average daily screen time – including TV, tablet and computer use – alongside bedtime and waking times on an average school night. Their levels of exercise were also monitored through an activity tracker worn on both a weekday and a weekend day. Other data was gathered through questionnaires and measurements, with almost 4,000 teens analysed in total.The results reveal almost 90% reported sleeping for more than eight hours on a school night, but only 23% said they spent two hours or less a day interacting with screens.Activity tracker data revealed that 41% of teenagers met the recommended level of moderate to vigorous physical activity. Only 9.7% of participants met recommendations for all three behaviours.The team found that teenagers with symptoms of depression were less likely to meet all three recommendations. NAMA AND FOCUS Ireland have become embroiled in a war of words this afternoon as the charity dedicated to eradicating homelessness called for more action on social housing provision.Following an appearance by the charity’s chief Joyce Loughnane on Morning Ireland today, the National Asset Management Agency issued a statement to clarify a number of points about its commitment to “providing homes for people who need them”.Lougnane had said that her organisation had not yet gained access to any NAMA-owned properties.NAMA, meanwhile, argued that it had identified and made available more than 4,000 houses and apartments for social housing purposes to local authorities and the Housing Agency. Of those, 2,000 were deemed acceptable.According to the agency, Focus has been provided with details of 136 properties in Dublin, Cork and Kildare but they were declined.In turn, the charity clarified that it was local authorities that had deemed the properties unsuitable for social housing, and not the organisation.A spokesperson added: “All sides concerned have acknowledged the great difficulties in delivering the promised social housing units under NAMA. However , Focus Ireland is working in partnership with NAMA to progress delivery of units suitable for use of social housing in Dublin and around the country.”In its statement, NAMA claimed to be the most pro-active financial institution in terms of making housing units available to local authorities. Le tyrannosaure était bien un prédateur et non un charognardUne étude publiée aujourd’hui dans la revue britannique Proceedings of the Royal Society B démontre que le T-Rex n’était pas un vulgaire charognard, comme certains scientifiques l’avaient annoncé ces dernières années, mais un véritable prédateur.Depuis une dizaine d’années, plusieurs chercheurs ont remis en question le titre de “roi des dinosaures” décerné au tyrannosaure, redoutable animal de douze mètres de haut, pesant six tonnes et possédant une mâchoire plus qu’effrayante. Selon leur théorie, le T-Rex était opportuniste, lent et maladroit, et ne pouvait donc pas tuer lui-même ses proies pour se nourrir, rapporte l’AFP. Ces chercheurs pensent que le tyrannosaure était obligé de se nourrir des restes d’animaux tués par d’autres dinosaures, plus agiles.Mais une nouvelle étude, publiée dans Proceedings of the Royal Society B, avance le contraire. Selon ses auteurs, les yeux du T-Rex ne seraient pas si petits que cela et sa vision binoculaire, ainsi que ses dents solides et ses mâchoires puissantes, sont très bien adaptées à la chasse.Toutefois, ce n’est pas en se penchant sur l’anatomie de l’animal que les auteurs de l’étude sont arrivés à leurs conclusions. Chris Carbone, de la Zoological Society of London, et son équipe ont expliqué : “Nous avons adopté une démarche fondée sur l’écosystème, en dressant la liste complète des espèces” de la région qu’il arpentait au Crétacé supérieur, il y a 85 à 65 millions d’années, à partir de fossiles. L’équipe a croisé ces données préhistoriques avec la distribution de la faune sauvage des plaines d’Afrique de l’est actuelle. Ils ont pu ainsi modéliser l’environnement du tyrannosaure. Cet écosystème aurait été très majoritairement peuplé de petits dinosaures, dont les carcasses n’auraient pas suffi à nourrir le T-Rex. Parmi les espèces carnivores de l’époque, 80% auraient pesé environ 20 kg et la moitié des herbivores tournaient autour de 75 kg. Paris Saint-Germain have admitted that their scouts illegally racially profiled young players as part of their recruitment process.The scouts were asked to list whether the youngsters were French, North African, West Indian or African, allegedly in order to limit the number of black youngsters coming into the club, according to the investigative news website Mediapart, citing documents from the Football Leaks dossier.Mediapart said the practice has been carried out for the last five years. The French champions confirmed racial profiling took place but said the club’s management was “not aware” of it and that it was carried out in completely secrecy.In a statement, the club said, according to the Guardian:PSG ultras sent a warning letter to Neymar Manuel R.
